CES Waiver Services

Myers-Davis Life Coaching is a licensed provider of home and community-based services available to eligible people with intellectual and/or developmental disabilities through the Community and Employment Supports (CES) Waiver.

The CES Waiver program in Arkansas is maintained and operated through the Department of Human Services (DHS) Division of Developmental Disability Services (DDS). It is a Medicaid-funded Home and Community-Based Services (HCBS) waiver that is authorized in §1915(c) of the United States’ Social Security Act. 

The services under this waiver are available to qualified individuals as an alternative to Intermediate Care Facilities for individuals with Intellectual Disabilities (ICF/ID) placement. This program is simply designed to keep the person with a disability living in a community setting rather than in an institution. The word “waiver” is derived from the individual waiving the requirement to live in an institution.

Under this waiver, individuals may receive the services provided through a PASSE (Provider-led Arkansas Shared Saving Entity) as a benefit to them. The PASSE system is a managed care program designed to connect Arkansas Medicaid recipients who have complex behavioral health needs and developmental disabilities to HCBS services from their doctors and services in the community. The goal of the PASSE system is to monitor the individual’s health care needs, ensure their health/safety, and help them reach person-centered goals. The PASSE system works directly with HCBS providers (like Myers-Davis) to provide the services under the CES Waiver.

Goal Planning

A major component of the CES Waiver program is for the individual with a disability to work on achieving person-centered goals. These goals could be anything that the program recipient is having difficulty with. Examples can include setting a goal to work on prepping meals or to be involved in a certain number of community activities. Myers-Davis Life Coaching (as an HCBS provider) will work with the program recipient and their family to establish a set of goals for the recipient to progress under the care of a Direct Support Professional. This is called a “treatment plan of goals.” These plans are reviewed on a yearly basis and revised as needed. **Individuals desiring to sign up for the CES Waiver program DO NOT have to currently be receiving services from a PASSE to apply. PASSE services will begin (for those who do not already receive them) when the individual is approved for the CES Waiver program.
